How to Apply for a UTRCA Permit

    Forms and Requirements:ÌýGather information on the proposed activity such as a description of the project and any associated drawings or plans, including details of the property such as maps or surveys.

    Pre-submission Consultation:Ìý Prior to applying for a Permit, the applicant should engage in pre-submission consultation with UTRCA regulations staff for the purpose of identifying requirements of a complete application, including the relevant application fee amount. UTRCA staff may need to conduct a site visit to the property to observe existing conditions.

    Planning Act Approvals:ÌýAny associated municipal Planning Act approvals must be in place before submitting an application to UTRCA. This ensures that the project is aligned with both municipal planning rules and UTRCA regulations. Written receipt of confirmation for any associated planning approvals may be required as part of a complete application.

    Application Submission:ÌýThe UTRCA Application form must be filled out, signed, and submitted to UTRCA with all supporting documentation identified by staff for a complete application. Applications can be submitted at the UTRCA Watershed Conservation Centre or by email to [email protected].

    A Landowner Authorization Form must also be submitted if the applicant is not the owner of the property where any of the proposed activity (including construction access, stockpiling, and working areas) will occur.

    UTRCA will advise within 21 days of receipt of an application as to whether the application is complete or will identify additional information that is required.Ìý Applications will not be considered until they are deemed complete by UTRCA staff.

    Payment of Fees:ÌýThe associated permit review fees and any outstanding planning or technical review fees (if applicable) must be paid at time of application submission. Please refer to UTRCA’s fee schedule.

    Review Process:ÌýOnce a complete application and payment of all fees are received, the application and supporting documentation will be reviewed on the merits of the application. A decision on a proposed permit may be issued within legislative timelines after the application is deemed to be complete.

    Staff will endeavor to make a decision on the merits of the application as early as possible, but within 30-days for minor applications and within 90-days for major or complex applications.

    ¶Ù±ð³¦¾±²õ¾±´Ç²Ô:ÌýIf the application is granted, a copy of the permit will be issued to the applicant and/or agent by email and may be copied to the associated municipality. However, it is the responsibility of the applicant to ensure that the associated municipality has a copy of the UTRCA permit if required to support an application under the Ontario Building Code.

    If the application is recommended for refusal, or if applicants do not agree with any condition attached to the permit, the applicant may request the opportunity to present their application to the UTRCA Hearing Committee prior to a final decision on the application.     Any subsequent revisions to approved drawings must be resubmitted to UTRCA for review and approval prior to commencement of the project.
