Governance and Board of Directors

The 17 municipalities within the upper Thames River watershed appoint representatives to the ÌÇÐÄÖ±²¥’s (UTRCA) Board of Directors, consistent with the board membership established by the 1993 Order in Council. The members represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed.

The ÌÇÐÄÖ±²¥ is committed to governance accountability and transparency. The UTRCA fulfills requirements recently established in legislative amendments to the Conservation Authorities Act by making agendas, minutes, administrative by-laws, and municipal agreements publicly available.

  • UTRCA Administrative By-Law (approved September 25, 2018; updated March 22, 2022; June 20, 2023; August 27, 2024; May 27, 2025) Note: If this By-Law conflicts with any provision of the Conservation Authorities Act, the Municipal Conflict of Interest Act, or the Municipal Freedom of Information and Protection of Privacy Act, or with a provision of a regulation made under one of those acts, the provision of those acts or regulations prevails.
  • UTRCA Guidelines for Conducting Hearings Pursuant to Section 28 of the Conservation Authorities Act (October 2008; revised January 2025)
  • Electronic Meetings: On March 26, 2020, the Minister of the Environment, Conservation and Parks issued a Direction to all Conservation Authorities (CAs) recommending amendments to CA Administrative By-laws to allow for certain electronic processes during declared emergencies. In keeping with this direction, the UTRCA Board of Directors , and accepted changes to the UTRCA Administrative By-Law to allow for electronic meetings.
