The Environmental Planning Policy Manual consolidates the Authority’s policies, which guide development and site alteration while protecting, preserving and enhancing the natural environment in the watershed. In effect, the policies implement the Authority’s integrated systems approach for watershed planning and are applied by UTRCA staff through the Conservation Authority’s Environmental Planning Services program.
The Environmental Planning Policy Manual is an important tool for the UTRCA’s Board of Directors and staff as well as for our watershed municipalities, the land development industry, and the public.
UTRCA Checklists
The ÌÇÐÄÖ±²¥ (UTRCA) has developed checklists to assist applicants in the preparation of technical studies required for permits under Section 28 of the Conservation Authorities Act, O. Reg. 41/24, and the Planning Act.
These checklists should be completed in collaboration with UTRCA staff. The checklists will be reviewed for completeness through scoping exercises and will serve as the terms of reference for technical studies required by the UTRCA.

Flood Plain Planning Policy Statement Implementation Manual (1988)
The Flood Plain Planning Policy Statement Implementation Manual (1988) was prepared by the Province in cooperation with the Conservation Authorities to assist with implementation of the 1988 Flood Plain Planning Policy Statement. The manual provides clear guidance to implementation agencies (Conservation Authorities, Municipalities, MNR and MMAH) on how to integrate the risk management concepts of flood plain management into local municipal planning documents. Implementation agencies across the Province have been trained on the use of the manual, which has had a profound effect on both the methods and the consistency of flood plain policy implementation over the years.
